Bush thinks his Social Security cuts would make FDR proud

Bush seemed to imply that FDR would like his Social Security cuts. Bush has proposed benefit cuts in order to assure solvency. There is worry that it will be insolvent in the future because Bush spent the surplus. What ever happened to the Lockbox? In response to Al Gore's Lockbox idea, Bush promised "I want to take one-half of the surplus and dedicate it to Social Security." Now that the money is all gone, he wants to cut benefits and tries to spin it so that it sounds like he's doing Americans a great service. I really don't think FDR would be proud.
